Major Highlights of 1999 Budget
1) Oil Deregulation
- Freed up product imports, allowing oil marketers to freely import refined products in direct competition of Nigerian Petroleum Corporation (NNPC)
- Significant funding for refining turnaround maintenance and refurbishment aimed at satisfying local consumption.
- Raised gas prices under a uniform pricing system, for which price equalization will be managed by oil marketers.
2) Elimination of official foreign exchange rate (dual-exchange rate)
3) Rollback of civil service compensation
4) Central Bank of Nigeria (CBN) autonomy and banking reforms
5) Trade reforms
- Abolition of 25 percent import duty rebate to simplify the import duty structure.
- Shift from pre-shipment inspection to destination inspection for both imports and exports aimed at reducing costs of imports and stimulating interest in exports.
- Freeing up of exports of beans, yams and rice
6) Economic liberalization
- Commitment to privatization
- Commitment to review statute books aimed at eliminating the remaining laws and regulations inhibiting competition in all sectors of the economy.
7) Funding of upstream petroleum
- Additional capital investment incentives aimed at stimulating both assocaited and non-associated gas development.
- Agreement to honor PSC agreements.
